Abstract
Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.
The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.
In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.
The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.
This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract
Government service delivery is undergoing change as a result of innovations in information technology (IT). Scholars and practitioners have paid attention to electronic-government (e-government) as a strategic tool for delivering services through the Internet and thus enhancing service quality, as well as streamlining internal operations (Council for Excellence in Government [CEG], 2000; Center for Technology in Government, 1999; Ho, 2002; Norris & Moon, 2005; West, 2004). Many local governments have also initiated e-government development and taken advantage of internet-based applications to facilitate community development and communication with constituents (Benjamin, 2001; Modesitt, 2002), as well as to provide online application services (Ho, 2002; Norris & Moon, 2005). E-government brings with it the potential for greater cost-efficiency, enhanced citizen involvement, improved service quality, and increased transparency. Although e-government has the potential to provide many benefits, little research has been conducted on e-government performance and the influence of public management on e-government performance in local government.

Abstract
This chapter aims to make a contribution to recent debates on the ‘governance of security’ (Johnston & Shearing, 2003) by drawing upon empirical research conducted by the author and other writers on ‘plural policing’ and the construction of closed circuit television (CCTV) surveillance networks. The chapter attempts to avoid the tendency in some of the ‘governmentality’ literature to ‘airbrush out the state’ (Hughes, 2007, p. 184), whilst at the same time showing that the aims and intentions of dominant state forces and elites are not always realised in practice. The chapter also tries to avoid any simplistic notion of a shift in policing strategies from ‘crime fighting’ to ‘risk management’. The aim instead is to show how the construction of surveillance networks is blurring the boundaries of the ‘public–private’ divide along the ‘sectoral’, ‘geographical’, ‘spatial’, ‘legal’ and ‘functional’ dimensions (Jones & Newburn, 1998), giving rise to a plural policing continuum.

This article explores the role of history and historical memory in the formation of early Zionist/Israeli national security doctrine. To that end, it makes three moves. First, it explores a series of public addresses made by Zalman Rubashov (Shazar) in 1942–1943. A key public intellectual in the Jewish community of preindependent Palestine (the Yishuv), Rubashov means to help his listeners make sense of, and respond collectively to, the unfolding destruction of European Jewry. Second, it draws cautious parallels between those public intellectual pronouncements and the postwar work of Friedrich Meinecke, a prominent German historian and public intellectual and a sometime teacher of Rubashov. In both cases, I suggest, history does more than make sense of a moment of political transition: It seeks to reframe the self-understandings of citizens and their collective political relations. Third, drawing on a recent memoir by Noam Chayut, a prominent Israeli antioccupation activist, I explore how those self-understandings can be lost when the historical claims upon which they are predicated lose their sense of immediacy, naturalness, or coherence.

Abstract
Job loss and long-term unemployment can have pervasive negative impacts on well-being. At its most extreme, unemployment is accompanied by feelings of shame, humiliation, insecurity, and worthlessness, as well as damage to cherished identities and narratives of self. Scholars have investigated how the unemployed attempt to repair these damaged identities, but little is known about how network members participate in the identity reconstruction process. Social support has been shown to ameliorate the negative psychological effects of unemployment, but studies have also found that the unemployed are reluctant to ask for assistance and often perceive network members as a source of stress rather than as a source of support. To understand why social support can be experienced both positively and negatively by the unemployed, we draw upon 84 in-depth qualitative interviews with men and women who experienced unemployment during the extended economic downturn associated with the Great Recession. We find that social support ameliorates unemployment when it bolsters identities important to recipients, and exacerbates unemployment when it undermines such identities. We also show how the unemployed respond to identity-threatening support: by avoiding it, rejecting it, or reframing it as reciprocity. Our analysis contributes new insights into the relationship between social support and identities, as well as a deeper understanding of the noneconomic costs of the slow economic recovery following the Great Recession.

During the 1930s Franklin Roosevelt’s New Deal created a wide range of spending and loan programs. Brief descriptions are provided for the programs created by the New Deal and loan and spending programs that were in place before the New Deal. I worked with others to create a panel data set with estimates of the spending and lending by the programs each year from 1930 through 1940. The data aggregated to broad categories are reported here and the methods and sources used to construct the estimates of the spending and lending for the categories are discussed.
